Mr. Peter Holt, Partner,
Peter Holt Peter is a partner in HWLE Ebsworth's planning and environment team. Peter is recognised as an Accredited Specialist in Planning and Local Government law by the Law Society of NSW. Peter is a highly respected and influential thought leader on environmental, planning and building matters in New South Wales. Peter regularly acts for private developers, accredited certifiers, councils and NSW State government agencies. Peter has over eighteen years’ experience working on policy development and the implementation of innovative legislative reform initiatives. This includes being responsible for the policy and legal framework behind the New South Wales Government’s ePlanning program; overseeing the expansion of the BASIX certification scheme; and the preparation of parts of the Planning Bill 2013 relating to development contributions and building and subdivision.


Mr Michael Mantei, Partner, Madison Marcus Law Firm
Michael Mantei is a qualified town planner, practicing lawyer and accredited specialist in Local Government and Planning Law. Michael sits on the Law Society advisory committee for specialist accreditation in planning and environment law. He is the immediate past chairperson on the Liverpool City Council local panning panel and alternate chair on the Camden Council local planning panels. Michael is partner planning, environment and government law at Madison Marcus Law Firm, having joined the Firm in March 2022 after 12 years as the sole director and lawyer of specialist planning law practice Planning Law Solutions. Michael started his professional career as a town planner at various Local Government Authorities in Metropolitan and Regional NSW. After 10 years of service to Local Government, Michael commenced his career in the law where he has practiced for the last 23 years.


Ms. Breellen Warry, Partner, Maddocks
With over 18 years’ experience, Breellen specialises in all areas of planning and environmental law. Breellen advises local and State Government clients, in addition to a range of private sector clients, including within the development industry, waste and education sectors. As well as working in private practice in Sydney and London, she has worked as an inhouse counsel for a number of government agencies in NSW and in the UK, as well as being seconded to NSW Government agencies. Breellen also has a particular interest in waste regulation, contamination, biodiversity conservation, climate change, environmental markets, pollution and heritage matters. Breellen has been recognised in the Doyle's Guide as a Leading Planning & Development Lawyer – New South Wales since 2020 and in the 2021 and 2022 Editions of Best Lawyers for Planning and Environmental Law. She is recommended by the Legal 500 Asia Pacific (2023) Guide for her work in Native Title.


Ms. Georgia Appleby, Senior Associate, Maddocks
Georgia is a passionate and driven lawyer, with a keen eye for detail and a reputation for excellence in planning and environment law. Georgia regularly advises all levels of government, including the Commonwealth, State Government agencies (across multiple jurisdictions) and local councils. Georgia also advises developers, certifiers and other private sector entities. Georgia has a particular interest in litigation and dispute resolution, and regularly appears in the NSW Land and Environment Court, including as an advocate in development appeals, conciliations, and judicial review and civil enforcement proceedings. Georgia has also gained experience while undertaking secondments at the Department of Planning, Industry and Environment in the Policy and Legislation Team, TAFE NSW (Real Property) and McGrath Real Estate (In-House Legal Counsel). Georgia has been recognised in the Doyle’s Guide as a Rising Star – Planning & Environment in 2023. She was also awarded Senior Associate of the Year in Lawyers Weekly’s Women in Law Awards 2022, and was a finalist in Lawyers Weekly’s 30 under 30 Awards for 2019-2022.
