Penny Moore, Partner, Moray & Agnew
Penny Moore is a specialist in insurance and personal injury litigation with over 30 years’ experience. She acts primarily in motor vehicle personal injury matters, as well as public liability, industrial disease, and property damage claims. Penny has particular expertise in assessing claims for damages for catastrophic injury and dependency claims under the Fatal Accidents Act. Penny is known for her efficient claims management, strong negotiation skills, and pragmatic advice. She regularly appears in the District Court of Western Australia, balancing commercial outcomes with a compassionate approach. Penny was one of the founders of the remote and regional settlement conferences held on country for indigenous victims of road trauma, an alternative claims settlement process that commenced in 2013 and continues.  Penny is currently a partner at Moray & Agnew but will join the independent Bar on 1 May 2026. Penny will have chambers at Central Law Chambers.


Emma Cavanagh, Barrister, Central Law Chambers
Emma has broad litigation experience, including common law, commercial litigation and public law, with particular expertise in historical child sexual abuse litigation, banking and insolvency and discrimination. Since admission in 2010, she worked for the first half of her career in private practice (HopgoodGanin and MinterEllison) then the second half at the State Solicitor's Office. Consequently, her work has spanned most major sectors including government, banking, agriculture, health, education, property, construction and mining. She has appeared as both counsel and instructing solicitor in various courts and tribunals, including the High Court of Australia as junior counsel to the Solicitor General, Western Australian Supreme Court and Court of Appeal, Federal Court, District Court of Western Australia, Magistrate's Court, Coroner's Court and State Administrative Tribunal. Emma often finds that her breadth of experiences enables her to bring a different, solutions-based viewpoint to the table. She recently joined the independent bar joining Central Law Chambers.
