Chris Frith has extensive experience in law and policy within the ATO and is currently the manager of the Law and Policy team in the Foreign Investment Program of the ATO. The law and policy team are responsible for the provision of legal advice in respect the elements of the foreign investment law and policy administered by the ATO, including the new Register of Foreign Owned Australian Assets.
Steven Lochrin, Director, Law, Litigation & Review, Foreign Investment Program, Australian Taxation Office
Steven Lochrin is the Director of the Law, Litigation, and Independent Review portfolio of the Foreign Investment Program and has worked in the ATO for over 10 years. He is responsible for providing advice to Treasury, internal, and external stakeholders about various foreign investment laws, including residential foreign investment obligations, foreign investment compliance, and the Register for Foreign Ownership of Australian Assets. Prior to joining the Foreign Investment Program, Steven was a Law Interpretation Director in the ATO’s Public Groups business line where he worked primarily with the top 100 publicly listed entities, institutional investors, and multinationals, providing advice to taxpayers on key international tax topics through the private and class rulings processes. Steven’s most notable public work to date has been as a significant contributor to Law Companion Ruling 2020/3 on key concepts in relation to sovereign immunity.
Jennifer Farley, Assistant Commissioner, Foreign Investment Program, Australian Taxation Office
Jennifer Farley is an Assistant Commissioner leading the ATO’s Foreign Investment Program. She provides advice to the Treasurer on the tax risk of foreign investment proposals and co-regulates the Foreign Acquisitions and Takeovers Act with Treasury. Jennifer's areas of expertise include foreign investment law interpretation, advice, and litigation strategy. She has built regulatory frameworks and compliance treatment policies in relation to Australia’s foreign investment framework, with a particular focus on residential real estate, and more recently to foreign ownership registry functions. Jennifer excels at motivating her team to think strategically about producing innovative and sustainable outcomes.
